City Rules

Intro

City rules are subject to change at any time without warning.

These rules have been created to ensure that all community members have fun with a great RP outcome. Because we foster an environment safe for streamers, you are expected to follow the rules of all streaming services. For your convenience, we’ve included the two most popular.

Regarding these rules, everything is about the RP. We are not going to regulate every possible action. You are expected to behave in a way that honors city RP and the RP of others. We expect you to protect the scenes.

1. General Rules

You must be at least 18 years old to play on this server.
If you leave the discord then you lose your whitelist role and will need to re-apply.
To protect the RP environment of those around you, it is required that you:
1. Speak and understand English.
2. Use push-to-Talk to communicate in city.
3. Do not use open speakers. Avoid allowing incoming sound to echo back through your microphone.
4. Your character's first and last name must be inline with realistic names.
5. Your character's first and last name must start with a capital letter.
6. If you have multiple characters make sure it has a completely different first and last name from your other characters. They can not be related or know each other.
7. If at any point we deem the character is not, the character may be deleted. IMPORTANT: For your own protection, your character name should not include your real name.
8. Ensure that you put effort into making your character; no checkered clothing/shoes or invisible clothing/arms, feet, etc.
When staff are in the city to roleplay they will not be in Staff clothing. Going OOC with them will be classed as Fail RP.
Do not use EMS/PD or Staff clothing unless you have that role within the community, and only when on said duty.
1. Only exception is you can impersonate PD if there are 5 on duty and it has to be done in good RP.
Outside of typical roleplay banter, we do not tolerate discrimination. harassment, unwanted sexual advancements, or bullying. When accusations are made, the Admin team will determine if this rule has been broken and to what degree. The consequences could result in a permanent ban.
1. This also includes DM's, steps that can be taken is to block individuals, as well as putting your discord on friends only.
2. We do not tolerate any unwanted behavior in DM's if found continuing with such actions this can lead to any consequences determined by staff.
Intentional Random Deathmatch and Vehicle Deathmatch (RDM & VDM) are against the rules. Here are some examples. But, ultimately, where there is a complaint, the admin team will determine if the rule has been broken and to what extent.
1. Killing allowed only with prior interaction and valid RP reason. No random acts of killing.
2. No or deliberate vehicle assaults without RP context.
Out of Character (OOC) - Anything which occurs in the city should stay there. There should be no OOC comments/conversations within the city. No breaking character within the city.
All punishments will be consistent with the extent of the rule break and interpretation of those rule breaks are per the discretion of the staff member.
1. However, in the case of a ban, you do have the right to appeal to see if it can be overturned.
Staff disrespect is not tolerated at any time.

2. In City Rules

You cannot voice/hair ID someone if they are in a blacked out vehicle, or fully masked up (this includes a half mask with glasses covering their face).
You are not permitted to be in any third-party calls, such as Discord or similar communication platforms, while you are in the city (in-game). All communication must occur through in-game systems only. Being in a call or using external communication while in the city is strictly prohibited and will result in a sanction.
The following actions are strictly prohibited due to their sensitive nature and will result in a sanction:
- RP Suicide or terminal illnesses: You are not allowed to roleplay suicide or terminal illnesses under any circumstances.
- Sexual assault or rape: Any roleplay involving these actions is strictly forbidden.
- Racism: Any form of racist roleplay, intellectual disability words or behavior is not permitted.
- Non-consensual RP scenarios: All roleplay must be consensual. Any form of non-consensual roleplay is prohibited and will result in a sanction.
Metagaming: Using or relaying information which you did not learn in game. For example but not limited to, using a stream, using discord information, using external communication to friends when you have been taken hostage, contacting your friends because you are dead and there is no EMS on).
Powergaming/Exploiting/modding: Using or bypassing in-game mechanics to gain an unfair advantage. This is a bannable offense.
No GTA Driving: No obvious unrealistic driving or jumps.
1. Vehicle jumps and/or taking shortcuts in a vehicle should be a single story or less. No ramping off of ANY building in a vehicle (this includes buildings with one story and a ramp). Any jump you take that would OBVIOUSLY break your vehicle will be considered Fail RP if you continue driving. If you accidentally take a jump and realize it was probably something that would have broken your car, don't continue driving. Do not abuse this rule with “gray areas” consistently.
2. Off roading and in a vehicle not designed to do is permitted but only if you drive realistically. Example: drive slower and a bit more careful on dirt roads.
Perma Death - If you wish to perma your character please note you cannot come back as this character. See medical RP on how to do this. When you DOA, unless you have already worked through a Will with a Lawyer, your stuff goes with you. You are not permitted to transfer items or money to someone else or to another of your own character.
1. A will must be in place for a minimum of 30 days, and must have been legally registered through the DoJ. See the Will process in the DoJ system.
Police Corruption - Is not permitted in this city. The point of No Corruption Permitted is to prevent giving people an advantage over other players. You must open a ticket if you have a good corruption storyline. And gov will discuss and determine if it will be allowed. NOT opening this ticket ahead of time, will result in a sanction up to and could include a perma-ban.
1. Punishable corruption includes (but not limited to), with or without a ticket:
  1. Stealing or giving out PD property or selling any item obtained through PD).
  2. Allowing individuals or organizations to get away with crimes for no good RP reason.
Grave Rule - When your character is downed, if you go to the grave you cannot remember anything from the last scheduled server restart.
EMS RP: So everyone gets the best RP you are not allowed to run from EMS when they are treating you. You will be required to go to hospital to be treated. If revived you have no loss of memory. No waivers allowed.
Drag - You can only drag someone if you have a RP reason behind it.
1. Examples:
  1. Not allowed: Carrying someone around because they are AFK.
  2. Not allowed: Taking someone hostage or a dead body to hospital. (If you are taking someone to hospital use third eye - put in vehicle in an appropriate vehicle).
  3. No one should use /drag in or on a vehicle. Use the proper /put in car or the corresponding version of “escort dead.”
Realistic seating in/on vehicles: You can have as many people in/on your vehicle as you have doors and a trunk. On a motorcycle, you can have as many people as you have seats.
Transferring between cousins/characters - You are not permitted to transfer money/belongings/property/housing/information between cousins/characters. This includes creating multiple characters to exploit starter money, this will result in a perma ban.
You can't force someone to change their clothes just because the color matches your organization's colors.

3. Crime And Combat Rules

Initiation: We don’t really want a rule for Initiation. But the purpose of a rule is to prevent random killing. So, the rule is that you have to have a good RP reason for killing someone. (Arguments are not a valid reason to kill someone and is not initiation use your fists for that)
No Cop Baiting - Players must not bait police into a situation to start a chase or scene for the purpose of pulling them away from an active scene.
Fear RP - Value your life - You must always fear/value your life. Even if you have a gun in your hand, when it comes to situations such as being robbed or being kidnapped if someone gets the jump on you, put your hands up. If someone has a gun or a dangerous weapon and tells you to do something you MUST do it (even if no words are exchanged and a deadly weapon is pointed at you, you should still fear for your life).
1. You cannot pull out a weapon on someone who already has a lethal weapon aimed at you.
2. You cannot punch someone when they have a gun to your head as you are fearing for your life.
Combat Logging/scene avoidance is not permitted: Intentionally leaving to avoid in-game consequences is a bannable offense. We understand if your game has crashed. But, you must fly back in as soon as possible to continue the scene. We ask you to report any crashes/disconnects in the “Head Pop” channel. This will help timestamp a report of combat logging if you are part of an active scene.
Combat Cool Down: You must wait 1 hour after being revived to start a revenge scene (You cannot return to the scene). If revived/picked up by EMS, PD or by a civilian you can remember what happened. A city storm does not reset the cool down time.

4. Engaging With PD in Criminal Activity

This table covers time frames that must be followed when committing crimes and when downed. Please be aware, if you are a hostage taker, you should be respectful of your hostage’s time and give them the opportunity to leave/stop the scene if it is taking more than 30 minutes. If it's a good scene they will likely won’t want to go. But, always give them the chance.

Robbing PD Officer

On-duty police officers can NOT be robbed, except:
1. When there are a minimum of 8 police officers on duty, and;
2. For the purpose of retrieving evidence (from their pockets) collected against you from a previous scene, and;
3. ONLY the evidence, money and/or radio can be taken. NOTHING ELSE, and;
4. Anything else, such as PD equipment (this includes when EMS has PD equipment on them), is OFF LIMITS and sanctions will be imposed by the government.
Rule of 4:
1. You can not exceed 4 members for any criminal activity listed below.
  - 24/7
  - Robbing other players
  - Selling drugs
  - Bank truck
  - Boosting
Getaway Vehicles: Crims can use up to two getaway vehicles at the beginning of a chase with PD. There is no limit the number swapped cars, as long as you don’t use a garage.
When you are in a chase with the PD and manage to get away, make sure to wait 5 minutes before you use the garage to change your car.
Helmets & Masks -
1. You are expected to wear them appropriately in RP scenes. You should not wear them all the time.
2. If forced to remove them, either by gunpoint or down, you must use the appropriate /hat or /mask to remove them. You must comply with the RP scene.
3. No Helmet is Bulletproof and they give no combat advantage. As long as a helmet relates to RP you can wear them. Otherwise, you must remove them when possible.
Chain Robbing - Chain robbing is defined as repeatedly committing the same crime more than once every 30 minutes. All players involved in a robbery are bound by this rule.
Use of garage: Under no circumstances are you allowed to stop in the middle of any chase (Crim/PD) at a public garage to go inside to pull out another car or to use the garage script to hide.
Crime within 30 minutes of server restart - No crime is to be permitted 30 minutes before and after server restart. This includes killing NPC’s and each other for “fun”. (PVP is allowed provided it is part of a prior ongoing RP scene. Please note the server restart does not reset the scene so you can continue the scene/crime that was taking place before server restart).
Crimes against EMS:
1. No killing EMS.
2. You can rob EMS as long as there is a roleplay reason.
3. You are not permitted to bait them and not permitted to take any EMS equipment or their vehicles.

5. DOA or Leaving the City

DOA: This is when you wish to permanently delete your character. You will be required to delete your character and they cannot return. You cannot transfer your possessions, properties, vehicles, or information exceeding $100k of your TOTAL value of money and property, without a DoJ stamped/filed will.
The same rule applies if you simply choose to leave the city.
To DOA, when dead, and a medic is on scene, use /med DOA or /med No Pulse. After the Medic has Roleplayed the DOA scene, you will then open a ticket to get your character removed.

6. Reporting Rule Breaks

A ticket reporting a rule break must comply with the below. Any ticket not complying will be closed without action.
- A full clip at least two minutes long - anything shorter will be disregarded.
- The clip must be your own. Sharing links to other people's clips that are not yours is not allowed.
- Show the incident, as well as what happened before the incident and after.
- A description of the rule break being reported.
- Must be submitted within 24 hours of the incident.
- Must include the date & time this occurred, and your time zone.
If there is a rule break you must finish the scene and not break character - then make your report in a ticket.

7. Meta-Gaming / Power Gaming

Power-gaming
1. You CANNOT force someone to transfer you any money via bank.
2. You CANNOT force anyone into getting items from their personal housing property, office, or org stash.
3. You CANNOT camp someone's body & force them to see the light.
4. You CAN NOT just drag or escort someone for no reason , this will be classed as power gaming.
5. 1-time move: You cannot hide a body or body/dump using more than one location.
Meta-gaming
1. Metagaming - Using and/or sharing “out of character” information as an advantage in character. For example, looking on the map to find a player and driving to their location.
Exploiting / Cheating
1. Unauthorized access to the server is considered hacking, using third party software to obtain an advantage is considered cheating and abusing the system is considered exploiting. Report exploits immediately. Otherwise when we find out, you will be banned.

8. Valuing Your Life

While in the city, you are responsible for your character. If you need to go AFK and something happens to you or your vehicle, that is on you.
Killing friends and NPCs for no RP reason is Fail RP and a sanctionable offense. Class or consider NPCs as real people.
Fearing weapons - you MUST act as if your life is in danger, acting like you don't care could be seen as Fail RP. See Crime and Combat rules - Fear for your Life.
- Exception: does not apply for people when PD has a gun pointing at you except when you are a threat to PD or other players.

9. Medical RP

You must RP out your injuries in a way that makes sense to the injuries you receive.
Medical personnel will take their time to RP out the situation - allow them to take their time to complete their treatment. Though they will tailor the patient care based on the RP the patient is providing.
Medical personnel will not be providing “roadside-only” treatment. You will be taken back to the hospital.
Waivers are NOT going to be given out on a regular basis. EMS is not permitted to give them out except under very specific circumstances. Don’t ask for one.

10. Vehicle Rules

Heli’s should be used properly and landed in a safe place (such as a helipad or open space).
Helicopters can be used to break people out of prison only if there is a valid RP scene to do so.

11. Police / EMS

Traffic stops - You must RP these out, jumping out with weapons with no RP reason is Fail RP.
In situations where a crime is committed, PD can search bodies who are downed for evidence.
You CANNOT irrelevantly involve yourself in police scenes. If you have no RP reason to insert yourself directly into the action, stay outside of it. For example:
A club is getting raided and other clubs get involved just because it will be fun.
In the first 15 minutes of a chase you CANNOT go off road. “Off roading” means driving on difficult terrain. This would be very hilly and/or mountainous areas. The purpose of this is to prevent people from committing crimes and escaping up a mountain in unrealistic ways. We have to give PD their RP as well. This does not include short.

12. Robberies / Hostages

You CAN NOT kill after robbing someone, unless you have a valid reason behind it, as an example you can not rob and kill someone just because they called you a few bad names, use your fists for that.
You CAN NOT Rob the same person, within an hour of robbing that person.

13. Heists

You can not start robberies within 30 minutes before the server restarts.
PD can not use Helicopters until 30 minutes into a chase.

14. Hostages

You CANNOT use a fake hostage or friends - this means the hostage cannot help out, and all hostages should fear for their life at all times.
One demand per hostage (1 hostage if used for clear passage, this includes no spike strips at the beginning).
Hostages are not required for heists, but if you have no hostages be prepared to be breached by PD. You can have as many hostages as you like but the max demand is 3, with each hostage being 1 demand. These must be legitimate hostages. Please see rules around fake hostages for further information.

15. Scamming

When scamming a player the max you can scam for is 90k. You are NOT allowed to give false information about any weapon's durability during transactions.

16. Kidnapping

No kidnapping unless you have full intention of role-playing it. You’re not allowed to just take someone to make them sing and then kill them.

17. Other

These rules may change at short notice and you need to ensure you are aware of any changes - any changes will be announced in the main discord.
Not every rule can be placed in this list, so make sure you follow your common sense.
Members of the staff team reserve the right to warn/ban or remove players if they break the server rules or cause issues to the community.
We don't have any green or safe zones.
Roleplay over Ruleplay - there may be situations where this applies but will be determined by staff.
No 3rd Party Mods allowed that do the below, If found you will be banned from the server.
- Bannable Effects:
- FOV Changers.
- Any Mods that give you an advantage in combat or mobility.
- Any plugins that modify client files for an advantage.
- Screen Effects.
- No Turning Vegetation Off.
- Fragger Packs.
- Any Cheating/Hack Software/Mods
- External Crosshair
No keybinding/me [text]if its not related to any RP scene.
Any assets transferred to LIBERATED become the property of LIBERATED as soon as they are within the CFX account. This means that if you leave the City for any reason, any donated assets will not be removed from the City.

Sanction Structure

The Sanction Structure, a.k.a. Ban Structure, is the standard structure the Admin team uses when rules have been broken and sanctions must be applied. As a community member, you are expected to follow the rules, and the spirit of the rules, in order to maintain a great Serious RP community. However, sometimes rules are broken, regardless of expectations.

To deal with those rule breaks, generally we will apply the following stages. Be aware that the Admin team will determine the severity of the rule break and may apply any level of sanction that the offense warrants – up to and including perma ban.

Roleplay over Ruleplay - If there is a Rule Break, then clip it and open a ticket, do not state or stop the scene because of a rule break carry on as it did not happen, breaking character to state someone broke a rule is also break the rules.

Robbing PD Officer

On-duty police officers can NOT be robbed, except:
1. When there are a minimum of 8 police officers on duty, and;
2. For the purpose of retrieving evidence (from their pockets) collected against you from a previous scene, and;
3. ONLY the evidence, money and/or radio can be taken. NOTHING ELSE, and;
4. Anything else, such as PD equipment (this includes when EMS has PD equipment on them), is OFF LIMITS and sanctions will be imposed by the government.
Rule of 4:
1. You can not exceed 4 members for any criminal activity listed below.
  - 24/7
  - Robbing other players
  - Selling drugs
  - Bank truck
  - Boosting
Getaway Vehicles: Crims can use up to two getaway vehicles at the beginning of a chase with PD. There is no limit the number swapped cars, as long as you don’t use a garage.
When you are in a chase with the PD and manage to get away, make sure to wait 5 minutes before you use the garage to change your car.
Helmets & Masks -
1. You are expected to wear them appropriately in RP scenes. You should not wear them all the time.
2. If forced to remove them, either by gunpoint or down, you must use the appropriate /hat or /mask to remove them. You must comply with the RP scene.
3. No Helmet is Bulletproof and they give no combat advantage. As long as a helmet relates to RP you can wear them. Otherwise, you must remove them when possible.
Chain Robbing - Chain robbing is defined as repeatedly committing the same crime more than once every 30 minutes. All players involved in a robbery are bound by this rule.
Use of garage: Under no circumstances are you allowed to stop in the middle of any chase (Crim/PD) at a public garage to go inside to pull out another car or to use the garage script to hide.
Crime within 30 minutes of server restart - No crime is to be permitted 30 minutes before and after server restart. This includes killing NPC’s and each other for “fun”. (PVP is allowed provided it is part of a prior ongoing RP scene. Please note the server restart does not reset the scene so you can continue the scene/crime that was taking place before server restart).
Crimes against EMS:
1. No killing EMS.
2. You can rob EMS as long as there is a roleplay reason.
3. You are not permitted to bait them and not permitted to take any EMS equipment or their vehicles.

5. DOA or Leaving the City

DOA: This is when you wish to permanently delete your character. You will be required to delete your character and they cannot return. You cannot transfer your possessions, properties, vehicles, or information exceeding $100k of your TOTAL value of money and property, without a DoJ stamped/filed will.
The same rule applies if you simply choose to leave the city.
To DOA, when dead, and a medic is on scene, use /med DOA or /med No Pulse. After the Medic has Roleplayed the DOA scene, you will then open a ticket to get your character removed.

6. Reporting Rule Breaks

A ticket reporting a rule break must comply with the below. Any ticket not complying will be closed without action.
- A full clip at least two minutes long - anything shorter will be disregarded.
- The clip must be your own. Sharing links to other people's clips that are not yours is not allowed.
- Show the incident, as well as what happened before the incident and after.
- A description of the rule break being reported.
- Must be submitted within 24 hours of the incident.
- Must include the date & time this occurred, and your time zone.
If there is a rule break you must finish the scene and not break character - then make your report in a ticket.

7. Meta-Gaming / Power Gaming

Power-gaming
1. You CANNOT force someone to transfer you any money via bank.
2. You CANNOT force anyone into getting items from their personal housing property, office, or org stash.
3. You CANNOT camp someone's body & force them to see the light.
4. You CAN NOT just drag or escort someone for no reason , this will be classed as power gaming.
5. 1-time move: You cannot hide a body or body/dump using more than one location.
Meta-gaming
1. Metagaming - Using and/or sharing “out of character” information as an advantage in character. For example, looking on the map to find a player and driving to their location.
Exploiting / Cheating
1. Unauthorized access to the server is considered hacking, using third party software to obtain an advantage is considered cheating and abusing the system is considered exploiting. Report exploits immediately. Otherwise when we find out, you will be banned.

8. Valuing Your Life

While in the city, you are responsible for your character. If you need to go AFK and something happens to you or your vehicle, that is on you.
Killing friends and NPCs for no RP reason is Fail RP and a sanctionable offense. Class or consider NPCs as real people.
Fearing weapons - you MUST act as if your life is in danger, acting like you don't care could be seen as Fail RP. See Crime and Combat rules - Fear for your Life.
- Exception: does not apply for people when PD has a gun pointing at you except when you are a threat to PD or other players.

9. Medical RP

You must RP out your injuries in a way that makes sense to the injuries you receive.
Medical personnel will take their time to RP out the situation - allow them to take their time to complete their treatment. Though they will tailor the patient care based on the RP the patient is providing.
Medical personnel will not be providing “roadside-only” treatment. You will be taken back to the hospital.
Waivers are NOT going to be given out on a regular basis. EMS is not permitted to give them out except under very specific circumstances. Don’t ask for one.

10. Vehicle Rules

Heli’s should be used properly and landed in a safe place (such as a helipad or open space).
Helicopters can be used to break people out of prison only if there is a valid RP scene to do so.

11. Police / EMS

Traffic stops - You must RP these out, jumping out with weapons with no RP reason is Fail RP.
In situations where a crime is committed, PD can search bodies who are downed for evidence.
You CANNOT irrelevantly involve yourself in police scenes. If you have no RP reason to insert yourself directly into the action, stay outside of it. For example:
A club is getting raided and other clubs get involved just because it will be fun.
In the first 15 minutes of a chase you CANNOT go off road. “Off roading” means driving on difficult terrain. This would be very hilly and/or mountainous areas. The purpose of this is to prevent people from committing crimes and escaping up a mountain in unrealistic ways. We have to give PD their RP as well. This does not include short.

12. Robberies / Hostages

You CAN NOT kill after robbing someone, unless you have a valid reason behind it, as an example you can not rob and kill someone just because they called you a few bad names, use your fists for that.
You CAN NOT Rob the same person, within an hour of robbing that person.

13. Heists

You can not start robberies within 30 minutes before the server restarts.
You can only have 2 vehicles at the start of any robbery. for More Info.
PD can not use Helicopters until 30 minutes into a chase.

14. Hostages

You CANNOT use a fake hostage or friends - this means the hostage cannot help out, and all hostages should fear for their life at all times.
One demand per hostage (1 hostage if used for clear passage, this includes no spike strips at the beginning).
Hostages are not required for heists, but if you have no hostages be prepared to be breached by PD. You can have as many hostages as you like but the max demand is 3, with each hostage being 1 demand. These must be legitimate hostages. Please see rules around fake hostages for further information.

15. Scamming

When scamming a player the max you can scam for is 90k. You are NOT allowed to give false information about any weapon's durability during transactions.

16. Kidnapping

No kidnapping unless you have full intention of role-playing it. You’re not allowed to just take someone to make them sing and then kill them.

17. Other

These rules may change at short notice and you need to ensure you are aware of any changes - any changes will be announced in the main discord.
Not every rule can be placed in this list, so make sure you follow your common sense.
Members of the staff team reserve the right to warn/ban or remove players if they break the server rules or cause issues to the community.
We don't have any green or safe zones.
Roleplay over Ruleplay - there may be situations where this applies but will be determined by staff.
No 3rd Party Mods allowed that do the below, If found you will be banned from the server.
- Bannable Effects:
- FOV Changers.
- Any Mods that give you an advantage in combat or mobility.
- Any plugins that modify client files for an advantage.
- Screen Effects.
- No Turning Vegetation Off.
- Fragger Packs.
- Any Cheating/Hack Software/Mods
- External Crosshair
No keybinding/me [text]if its not related to any RP scene.
Any assets transferred to LIBERATED become the property of LIBERATED as soon as they are within the CFX account. This means that if you leave the City for any reason, any donated assets will not be removed from the City.
